Take the reading at room temperature on a well-mixed sample. A drop off the top of a settled bucket reads wetter than the bucket actually is — moisture migrates upward as it sits.

What the numbers mean

Under 17.1%Safe regardless of how many yeast spores are in it. This is the number to aim for if you're selling honey that may sit on a shelf a long while.
17.1 – 18.0%Fine in practice. Will not ferment unless the yeast count is unusually high. The great majority of properly capped honey lands here.
18.1 – 18.6%Still meets USDA Grade A, but you're at the edge. Sell it fresh, keep it cool, and don't stockpile it.
18.7 – 20.0%Below Grade A. Fermentation is a real possibility. Use it yourself, feed it back, or dry it down before you jar it.
Over 20%It will ferment. Don't sell it. Make mead with it, or feed it back to your own bees — never to another beekeeper's.
Too wet? You can dry it. Warm room, dehumidifier, and air moving across a large surface — honey spread in shallow pans, or supers stacked with a fan blowing up through them, in a closed room at 80 to 95 °F. It'll pull a point or so of moisture out in a day or two. Don't cook it: above about 100 °F you start losing the enzymes and aromatics that make it worth more than the stuff at the grocery store.

Better still, don't pull it early. Capped honey is cured honey. The old test is the shake test — hold an uncapped frame flat and give it a sharp shake. If nectar flies out, it isn't ready.
Crystallizing isn't spoiling. Granulated honey is perfectly good, and honey high in glucose — clover, goldenrod, canola — does it fast. Warm the jar gently in water to bring it back. Honey that has actually fermented smells and tastes of alcohol, foams, and may push the lid.
